Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new 28-article proposal for ending the war appeared – temporarily – to have been stabilised. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are conducted: positive announcements are delivered from multiple capitals. Considerable effort is allocated on restraining certain initiatives. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability enabled by current data. From vantage locations, military aircraft that had been deployed to intercept incoming aerial threats streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.
Moments later, Kyiv's missile defense thundered: multiple launches fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably provided by allied countries. Every firing shakes the surroundings, shaking the windows. The brief panic quickly gives way to grim resignation: possibly the approaching threat won't cause damage this time, sparing the city from ruin and another blackout.
Ongoing Risks
Following this, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its objective.
Intermittently, this continued until dawn. Kyiv faced the early updates: multiple fatalities, damage and heating outages in many homes as a result of the evening attack. As always, everyone still went about their day – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are demonstrably unable to fill in the short term.
Failed Diplomacy
The 28-point plan from Washington generated strong feelings, debate and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new initiative from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually win the battle. This cycle will, certainly, endure.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington functions according to a premise understood by international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is impossible to force Russia to abandon the areas that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, Washington does nothing to discourage Russia, through words or deeds, from thinking that the status quo will not shift further in its benefit in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to sign a deal that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing civilians and areas but preventing a total frontline collapse until circumstances change in its advantage.
Existing Situation
Realistically, there are no actual prerequisites for a armistice. Now, personal considerations are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their attention does not shift toward domestic problems. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a just a single week to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
